The Florida Hometown Heroes Housing Program is administered by the Florida Housing Finance Corporation (FHFC). It provides down payment and closing cost assistance to first-time homebuyers who work in occupations that serve their communities. The assistance comes in the form of a second mortgage with a 0 percent interest rate, and repayment is deferred until you sell, refinance, or pay off the first mortgage.


The program offers 5 percent of the total first mortgage loan amount, with a minimum of $10,000 and a maximum of $35,000. During the most recent funding cycle, the average borrower received approximately $16,000 in down payment assistance on an average first mortgage of about $320,000.


Who Qualifies as a Hometown Hero?


Eligibility is based on who employs you and where you work, not your specific job title. You must be employed full-time by a Florida-based employer in one of the qualifying categories. These include sworn law enforcement officers, firefighters, paramedics and EMTs, K-12 classroom teachers and school staff, nurses and healthcare workers at Florida-based facilities, active-duty military and veterans, childcare workers at licensed facilities, and juvenile justice and corrections employees.


The key distinction is the employer, not the role. A cafeteria worker, custodian, or administrative assistant at a qualifying K-12 school or hospital is eligible. A healthcare professional working remotely for an out-of-state company is not. The program verifies employment through your employer, so having documentation of your Florida-based employment ready will speed up the process.


Income and Purchase Price Requirements


To qualify, your household income cannot exceed 140 percent of the area median income (AMI) for the county where you are buying. Income limits vary by county and household size and are updated annually. In the Bradenton-Sarasota area, these limits are generous enough to include many middle-income households.


You must also be a first-time homebuyer, which the program defines as someone who has not owned a home in the past three years. The property must be your primary residence, and it must meet FHA, VA, USDA, or conventional loan requirements depending on which first mortgage type you choose.


How the Assistance Works


Hometown Heroes assistance is structured as a zero-interest, deferred-payment second mortgage. There are no monthly payments on the assistance amount. The balance becomes due when you sell the home, refinance the first mortgage, or pay off the first mortgage. This structure allows you to benefit from the assistance for as long as you own and live in the home.


The assistance can be paired with FHA, VA, USDA, or conventional first mortgages originated through participating lenders. Not all lenders participate in the program, so it is important to work with one who is approved by Florida Housing.


How to Apply


The application process begins with a participating lender, not through the state directly. You will complete a standard mortgage application, and your lender will determine your eligibility for both the first mortgage and the Hometown Heroes assistance. You will also need to complete a HUD-approved homebuyer education course, which is available online and typically takes six to eight hours.


Because funding is limited and the program has historically exhausted its allocation quickly, timing matters. When a new funding cycle opens, qualified buyers who are already pre-approved and working with a participating lender are in the strongest position to secure assistance before funds run out.

The Hometown Heroes program fully committed its 2025-2026 funding allocation in approximately six months, helping more than 3,000 families statewide. When the next funding cycle opens, demand is expected to be equally strong.
